Personal protective equipment (PPE) for Indian factories

Personal protective equipment is the last line of defence, below elimination, substitution and engineering controls. This is the PPE reference used inside MedFactory: for each body region, the equipment types, the hazards it addresses, the governing IS/BIS standard and the Factories Act 1948 basis.

Head protection

Hazards addressed: Falling/flying objects, impact from overhead loads or swinging objects, bumping head against fixed structures, lateral crush, electric shock (insulated classes), splashing molten metal/chemicals (with brim), entanglement of hair near machinery

Types

  • Industrial safety helmet (hard hat) - shell + harness/cradle, with/without chin strap
  • Helmets with slots for ear-muff / face-shield attachment
  • Brimmed (full-brim) and peaked (cap-style) helmets
  • Bump caps (light-duty, non-impact)
  • Linesman / electrical-class insulating helmets
  • Miners' helmets with lamp bracket

Indian standards

  • IS 2925:1984 - Specification for Industrial Safety Helmets (the core hard-hat standard; classifies shells, sets impact/penetration/electrical/flammability tests)
  • IS 2745:1983 - Non-metal helmet for firemen and civil-defence personnel
  • IS 4151:2015 - Protective helmets for motorcycle riders (transport, not industrial floor), not industrial floor)

Factories Act 1948: Factories Act 1948 s.7A (general duty of occupier to provide a safe workplace incl. PPE) and s.41 (State power to make rules supplementing the Safety chapter). Head protection is mandated through State Factories Rules made under s.41 and through s.87 (dangerous operations) notifications rather than a dedicated head-protection section.

IS 2925 is the load-bearing standard - cite it as the helmet spec. Metal helmets are not used near electrical hazards; non-metal/insulating shells are required there. Helmet has an expiry/replacement life (typically printed inside shell); cradle and shell are inspected before use. ISI mark (BIS) on the shell is the conformity marker.

Eye and Face protection

Hazards addressed: Flying particles/fragments from grinding, chipping, machining; chemical splashes, sprays, mists; dust; molten-metal splash; optical radiation - UV/IR and intense glare from welding, cutting, furnaces; laser radiation

Types

  • Safety spectacles / safety glasses with side shields (clear, tinted, anti-fog)
  • Chemical splash goggles (indirect-vented) and dust goggles (direct/non-vented)
  • Face shields with plastic visor (IS 8521 Part 1) and wire-mesh visor (IS 8521 Part 2)
  • Welding helmets / welding goggles / welder's hand shields with filter shade lenses (passive or auto-darkening)
  • Miners' safety goggles
  • Brazing / gas-cutting goggles with shaded filters
  • Laser-protective eyewear (special, application-specific)

Factories Act 1948: Factories Act 1948 s.35 (Protection of eyes) - the directly-on-point provision: where a prescribed process involves (a) risk of injury to the eyes from particles/fragments thrown off, or (b) risk from exposure to excessive light, the State Govt may require that 'effective screens or suitable goggles' be provided for persons employed on or near the process. Reinforced by s.87 (dangerous operations) for processes like welding/grinding.

Note the older IITR/list citation of 'IS 2521' for face shields is a typo; the correct face-shield standard is IS 8521. Welding shade number must match the process/current (IS 1179). Goggles for splash must be indirect-vented; for impact only, vented is acceptable. s.35 is the single most-cited Factories Act hook for PPE because it names the equipment ('goggles', 'screens') explicitly.

Hearing (Ear) protection

Hazards addressed: Excessive noise causing noise-induced hearing loss (NIHL); exposure at or above 85-90 dB(A) over an 8-hour shift; impulse/impact noise from forging, pressing, riveting; protects against permanent threshold shift and tinnitus

  • Disposable foam ear plugs (roll-down)
  • Reusable/pre-moulded flanged ear plugs (with/without cord)
  • Banded / semi-insert ear caps
  • Ear muffs (over-the-head, behind-the-neck, helmet-mounted)
  • Custom-moulded ear plugs
  • Level-dependent / communication ear muffs (specialised)

Indian standards

  • IS 9167:1979 - Ear protectors (the core specification for ear plugs and ear muffs)
  • IS 6229:1980 - Method for measurement of real-ear attenuation of hearing protectors and physical attenuation of ear-muffs (the test/attenuation method)

Factories Act 1948: No section names ear protection directly. Covered via Factories Act 1948 s.41 (State Factories Rules - most State Rules set the noise exposure limit, e.g. 90 dB(A) for 8 hr, and require hearing protection above it as part of the Schedule on permissible noise) and s.7A general duty. Many State Rules carry a 'Noise' schedule requiring a hearing-conservation programme + protectors.

The commonly-quoted 'IS 15290' for ear muffs did not verify as a hearing-protector spec - the authoritative BIS hearing-protector specification is IS 9167, with attenuation measured per IS 6229. Cite IS 9167 + IS 6229 (not IS 15290). Selection should match the protector's attenuation (NRR/SNR) to the measured noise level; double protection (plugs + muffs) for very high levels.

Respiratory protection

Hazards addressed: Airborne dusts, fumes, mists, smoke; toxic/asphyxiant gases and vapours; oxygen-deficient atmospheres; IDLH (immediately dangerous to life or health) atmospheres in confined spaces; welding fume; silica/asbestos/cotton dust; solvent vapours; acid gases

Types

  • Filtering half-mask particulate respirators (FFP/dust masks), classes P1/P2/P3
  • Half-mask and quarter-mask reusable respirators with replaceable filters/cartridges
  • Full-face masks with particle/gas/combined filters
  • Chemical cartridge respirators and canister-type gas masks
  • Powered air-purifying respirators (PAPR)
  • Self-Contained Breathing Apparatus (SCBA, open-circuit) for IDLH/confined entry
  • Air-line / supplied-air (compressed-air-line) breathing apparatus and fresh-air hose apparatus

Factories Act 1948: Factories Act 1948 s.36 (Precautions against dangerous fumes, gases, etc.) - confined-space entry requires either a written certificate that the space is reasonably free of dangerous gas/fume/vapour/dust, OR that the person 'is wearing suitable breathing apparatus and a belt securely attached to a rope the free end of which is held by a person outside the confined space' (s.36(2)(b)); s.36 also requires reviving/breathing apparatus to be kept ready. s.36A restricts portable electric light >24 V in confined/flammable spaces. s.87 (dangerous operations) covers dusty/fume-generating processes.

Respirator choice is hazard-specific: particulate filters (P1/P2/P3) do NOT protect against gases - use gas/combined filters (IS 15323) or supplied air. Air-purifying respirators must NEVER be used in O2-deficient or IDLH atmospheres - those require SCBA (IS 10245 Pt 2) or air-line. Fit-testing and the s.36 belt-and-rope + standby person rule are the statutory backbone for confined entry.

Hand and Arm protection

Hazards addressed: Cuts, abrasions, punctures; heat and molten-metal/spark contact (welding, foundry); chemical contact - corrosives, solvents, oils; electric shock (insulating gloves); hand-arm vibration; cold; biological/sharps in first-aid

  • Leather gauntlets/mittens and welders' gloves (heat, sparks, abrasion)
  • Cotton/canvas/knitted gloves (light handling, general)
  • Cut-resistant gloves (coated knit, for sharp edges/sheet metal)
  • Chemical-resistant gloves - nitrile, neoprene, PVC, butyl (solvents, acids, alkalis)
  • Electrically-insulating rubber gloves (live-line work, by voltage class)
  • Heat-resistant / aluminised gloves (furnace, foundry)
  • Anti-vibration gloves
  • Disposable examination gloves (medical/first-aid handling)

Factories Act 1948: No dedicated section; mandated via Factories Act 1948 s.7A (general duty), s.41 (State Factories Rules - PPE schedules), and s.87 (dangerous operations - e.g. handling corrosive substances, electroplating, work on live electrical parts). Electrical glove use is also governed by the electricity/IE rules referenced in State Factories Rules.

Glove selection is strictly hazard-matched: chemical gloves must be chosen by permeation/breakthrough against the specific chemical (no single glove resists all); electrical insulating gloves (IS 4770) are voltage-class rated and must be periodically dielectric-tested. Never wear gloves near rotating machinery (entanglement risk). Heat gloves per IS 2573 for welding/foundry.

Foot and Leg protection

Hazards addressed: Crushing/impact from falling or rolling objects (toe-cap), penetration by nails/sharp objects (midsole), slips/trips, hot surfaces and molten-metal splash, chemical/water ingress, electric shock or static discharge, cold

Types

  • Steel/composite toe-cap safety shoes and boots
  • Safety boots with steel midsole (anti-penetration) and slip-resistant soles
  • Rubber/PVC safety gumboots (wet, chemical, slurry areas)
  • Metatarsal-guard boots (heavy drop-objects)
  • Anti-static / ESD and electrically-insulating footwear
  • Heat-resistant / foundry boots (quick-release for molten-metal splash)
  • Miners' leather safety boots; women's safety shoes
  • Leggings / spats / gaiters for the lower leg

Factories Act 1948: No dedicated section; mandated via Factories Act 1948 s.7A (general duty), s.41 (State Factories Rules PPE schedules) and s.87 (dangerous operations - foundry, handling heavy materials). Manual-handling/heavy-material provisions (s.34) make protective footwear a practical requirement.

IS 15298 (Part 2) is the modern omnibus safety-footwear standard - cite it as primary; the older single-purpose standards (IS 5852, IS 1989, etc.) remain for specific sectors like mines/steel plants. Toe-cap impact rating (200 J) and slip/penetration markings (S1/S2/S3/SB codes) follow the IS 15298 series. Conductive/anti-static footwear for flammable-atmosphere areas; insulating footwear for electrical work.

Body (Trunk / Whole-body clothing) protection

Hazards addressed: Radiant and convective heat, flame and molten-metal splash; sparks and weld spatter; chemical splash, spray and permeation; molten-metal/foundry exposure; ionising (X-ray) radiation; general dirt/abrasion; entanglement (close-fitting coveralls)

  • Boiler suits / coveralls (general industrial)
  • Flame-retardant (FR) / heat-protective clothing for hot industrial work
  • Aluminised heat-reflective / proximity suits (furnace, foundry)
  • Welders' leather aprons, jackets, sleeves and clothing
  • Chemical-protective suits and coveralls (splash / spray / gas-tight)
  • PVC/rubber acid-and-alkali aprons

Factories Act 1948: Mandated via Factories Act 1948 s.7A (general duty), s.41 (State Factories Rules PPE schedules), s.87 (dangerous operations - chemical handling, electroplating, work with corrosive/hot substances), and s.38 (precautions in case of fire - underpins FR clothing where ignition risk exists). Specific protective-clothing requirements appear in the dangerous-operations rules made under s.87.

Match clothing to the hazard: FR/heat clothing per IS 15748 for general hot work; welders' clothing per IS 16655 (leather per IS 6153 for spatter); chemical suits per IS 15071 chosen by permeation against the specific chemical. Lead aprons (IS 7352) only for ionising radiation. Coveralls must be close-fitting near machinery. IS 11871 is a fabric flammability test, not a garment spec - cite IS 15748/16655 for the garment.

Fall Protection (working at height) protection

Hazards addressed: Falls from height (roofs, scaffolds, structures, ladders, towers, fragile surfaces); falls into pits/tanks/openings; suspension during confined-space rescue; arrests a fall and limits arrest forces on the body

Types

  • Full-body harness (the required form for fall arrest)
  • Work-positioning belt / pole belt (positioning only, NOT fall arrest)
  • Lanyards - shock-absorbing/energy-absorbing, twin-leg (100% tie-off), restraint
  • Self-retracting lifelines (SRL / fall arrest blocks)
  • Rope grabs / fall arresters on vertical/horizontal lifelines
  • Anchorage connectors, snap-hooks/karabiners, anchor points
  • Rescue/retrieval harnesses and tripod systems for confined-space entry

Indian standards

  • IS 3521:1999 - Industrial safety belts and harnesses (the core fall-protection specification; covers belts, full-body harnesses, lanyards, ropes)

Factories Act 1948: Factories Act 1948 s.32/s.33 (safe access, openings/pits fencing) and the explicit harness/belt-and-rope requirement in s.36(2)(b) for confined-space entry ('a belt securely attached to a rope the free end of which is held by a person outside'). Work-at-height PPE is detailed in State Factories Rules under s.41 and in s.87 dangerous-operations rules. Many State Rules set a height threshold (commonly ~2 m / where there is a fall risk) above which a safety belt/harness is mandatory.

Only a FULL-BODY HARNESS is acceptable for fall arrest; a waist belt alone is positioning-only and can cause fatal injury in a fall - cite IS 3521 but specify full-body harness for arrest. Energy-absorbing lanyards limit arrest force; anchorage must take the rated load. The s.36 confined-space rule pairs the harness with a standby person holding the rope - a statutory two-person requirement.

High-Visibility protection

Hazards addressed: Being struck by moving vehicles, plant, forklifts, cranes or rail traffic; poor conspicuity in low light, fog, night-shift or congested yards; helps workers be seen by equipment operators

Types

  • Hi-vis reflective jackets / vests / waistcoats (Class as per area risk)
  • Hi-vis coveralls and bib-and-brace
  • Hi-vis arm/leg bands and sashes
  • Reflective-trim outerwear for low-light/night work

Indian standards

  • IS 15809:2017/2019 - High-visibility warning clothing (hi-vis reflective jacket; specifies fluorescent background + retroreflective material and class areas)

Factories Act 1948: No dedicated section; mandated via Factories Act 1948 s.7A (general duty) and s.41 (State Factories Rules) where vehicle/pedestrian segregation and traffic-management require conspicuous clothing. Often imposed by site safety rules and contract conditions rather than a named statutory clause.

IS 15809 is the correct hi-vis specification; choose class by the speed/proximity of traffic and ambient light. Fluorescent material gives daytime conspicuity, retroreflective tape gives night conspicuity - both are needed for round-the-clock work. Hi-vis is complementary, not a substitute for traffic segregation/engineering controls.
